Does NEET decide my Karnataka medical seat, or is there a separate counselling?

Separate, and the distinction decides everything. NTA conducts NEET and publishes the score; the seat comes from counselling, and Karnataka runs two of them in parallel — MCC handles the All-India quota, while KEA conducts common counselling for all Government, Private (including minority), NRI and Other seats in the state, under Government letter HFW 124 RGU (28-06-2017). Qualifying in NEET is necessary; registering with KEA, entering options and surviving document verification is what produces a seat.

What NEET percentile do I need to be eligible in Karnataka?

The bulletin reproduces NTA's qualifying criteria: 50th percentile for UR/EWS (marks range 715-213), 40th percentile for OBC, SC and ST (212-177), and 45th percentile for UR/EWS with a disability (212-194); the OBC/SC/ST-with-disability bands run 193-177, and 191-177 for ST. One caveat the bulletin prints in its own heading and aggregators routinely miss: the SC/ST/OBC criteria apply to Karnataka SC/ST/OBC candidates only.

How are Karnataka's medical seats actually divided?

Into four classes. G (Government) is 100% of seats in government colleges, plus 40% of medical and 35% of dental seats in private non-minority (KPCF) colleges and 25% in private minority colleges. P (Private) is 40% medical / 45% dental in KPCF colleges and 55% in KRLMPCA and AMPCK colleges — and within P, half is GMP (Karnataka candidates only) and half OPN (All-India merit, Indian citizens). N (NRI) is 15%, and Q (Other) is 5%. In minority colleges, 66% of the private share goes to the respective religious or linguistic minority candidates.

Is one year of rural service really compulsory after MBBS?

Yes, and it is a condition of admission rather than an afterthought. Under the Karnataka Compulsory Service Training by Candidates Completed Medical Courses Act 2012 (as amended 27-09-2017) and the 2017 Rules, every candidate admitted to a medical course must serve one year in a government hospital. Until it is completed you are entitled only to temporary registration, not permanent registration. Every candidate allotted a medical seat through KEA — government and private colleges alike — must submit a sworn affidavit on hundred-rupee e-stamp paper, signed by candidate and parent, to the college principal at admission.

What does it cost to cancel a NEET seat in Karnataka?

It escalates by round, and the last step is not only money. Cancel a first-round seat before the second-round option deadline and KEA deducts Rs.5,000 and refunds the rest. After the second round but before the third-round option deadline, Rs.5,000 processing plus Rs.5,000 penalty. After the third-round option deadline, Rs.1,00,000 in total including those two. Cancel after the stray-vacancy option deadline, or after that round, and one year's fee is forfeited plus a penalty of Rs.1,00,000 for medical, Rs.50,000 for dental and Rs.25,000 for AYUSH — and the bulletin's own table adds that such a candidate is NOT ELIGIBLE TO PARTICIPATE IN UG COUNSELLING FOR THE NEXT THREE YEARS. Surrendering a third-round seat forfeits the entire fee paid, and no cancellation at all is accepted after the third/mop-up round. Penalty payment is mandatory under rule 12(2) of the CET-2006 Rules, with no exemption for any category.

If I take a seat in Round 1, can I still try for a better one?

Only if you choose the right option. After the first-round allotment you select one of four choices, and Choice-1 ends your participation — the bulletin states that Choice-1 candidates will not be considered for the second round of UGCET or UGNEET courses. Choice-2 and Choice-3 keep you in. If you were allotted nothing in Round 1 you have no choice to exercise but must still log in and submit the consent form: a candidate who never logs in is treated as not interested, and their first-round options are discarded.

How do my Round-1 options carry into Round 2?

They carry, but only upward. Options entered earlier stay valid and no new options may be added — they can be deleted, altered or re-ordered. If you were allotted your 115th option, only options 1 to 114 are considered in the second round; anything from 116 down is not. If one of those higher options is available on merit, it is allotted and your earlier seat is automatically cancelled and offered to the next candidate. If none is available, the earlier seat stays with you. The one exception: colleges and courses that entered the seat matrix only after Round 1 may be added as new options.

What happens after the third (mop-up) round?

No choices remain. Allotted candidates pay any unpaid fee, download the confirmation slip and report to the college in person with originals and their mobile — admission is final only after face recognition and verification of a WhatsApp OTP, after which the college downloads the admission order. Failing to report after a third-round allotment invites legal action per the bulletin, and simply not turning up is treated as blocking a seat rather than surrendering it. A stray-vacancy round follows if seats remain, and it is the one later round where fresh registration is allowed.
