The Physically Disabled special category is for candidates with a physical disability of 40% or more, assessed by a KEA medical board. Candidates below 40% disability are not eligible. The category follows the Persons with Disabilities Act 1995 and the Rights of Persons with Disabilities Act 2016.
Who qualifies
- A physical disability of 40% or more — candidates with less than 40% disability are not eligible under this category.
- The meaning of “person with disability” is that assigned in the Persons with Disabilities (Equal Opportunities, Protection of Rights and Full Participation) Act 1995 and the Rights of Persons with Disabilities Act 2016.
The certificate, and who issues it
- A medical certificate from a competent doctor of any Government hospital in Karnataka in the field of the concerned disability, produced on the day of the medical examination (for disability above 40%).
- For a hearing disability: a recent PTA + BERA (Brain Stem Evoked Response) audiometry report — preferably not older than one year — from AIISH Mysore, NIMHANS Bengaluru, Manipal Hospital or the Government Speech and Hearing Institute, Lingarajapuram, Bengaluru.
How KEA verifies it
Candidates appear before a KEA medical committee — the Executive Director, KEA as Chairman and three specialists from Orthopaedics, Ophthalmology and ENT nominated by the Government — only at the KEA office in Bengaluru. The Board certifies the percentage of disability and its decision is final. A candidate who fails to appear is not considered under this category.
